tools tips help

I just purchased license for tool tips but I could not use. how to manage. I uploaded css and js file in my server. also put links on template pages but it does show up any effect. How to use it. Steps whatever listed on support website is not clear for me.

Go to page  http://menucool.com/tooltip/javascript-tooltip, click the How to Use" tab, and then click the "License and Purchase" link.

Then you need to enable JavaScript for your browser.

Some steps are basic, some are for advanced features. 
Usually you only need to read the "Quick to Start" and "License and Purchase".
If you don't need advanced features, ignore other parts.
