Give option to never show again

I was wondering if it was in fact possible to give a tooltip the properties to show on the first load of a page and have a tickable option to never show up again, should the user require so. This would be intended as a first-time pop-up instructional aid with some visual references, so it's logical to assume the user would not want to see it every single time he enters the site, but rather the first couple of times.
Any help would be appreciated.

Yes it is possible. If the user checks not popping up again, you can set a cookie and set the tooltip only available when the cookie is not set.
