How do i change position of Bubble ?

How do i get the Tooltip to show above the link rather than below ?  For example, when i hover over the link, the bubble floats on top.

I am sure you can change the position by tweaking the CSS styles.

It will be easier if you are using the JavaScript Tooltip that enables you to change the callout position by simply updating the option { calloutPosition: 0.3, ...} in the tooltip.js file.
