HTML Anchors in IE

When using HTML Anchors in IE it hooks, but then releases to focus on the menu position. Works okay for Anchors near the top of page, but releases for anything deep down. Works okay in Chrome. Any thoughts?

Using page.aspx?i7#foo and <h1 id="foo">Foo Title</h1>
